What the spreadsheet does well
It costs almost nothing, it bends to any shape of work, and everyone already knows how to use it. A folder per claim is a perfectly good filing system, and an inbox is where most assignments arrive anyway. For one person working a handful of files, this setup is hard to argue with, and this page does not try to.
The problems start when a second person needs to know where a file stands, or when the same file is open next month and nobody remembers which version of the estimate went out.

The sheet is a summary that somebody maintains by hand, so it is only as current as the last person who typed in it.
